Regulatory Services Directorate

Objective

To ensure management and control of chemicals throughout their life cycle for protection of health and the environment, compliance to national and International standards of Chemical, Forensic Science and Human DNA Laboratories, and regulation of Human DNA samples and genetic Information.

Functions

The Directorate will perform the following functions:-

(i)  To process and issue registration to chemicals producers. importers, exporters transporters or dealers of chemicals in any way;

(ii)  To process registration of chemical, forensic science and human DNA laboratories,

(iii) To coordinate and/or conduct inspection to chemicals producers, importers, exporters, transporters or dealers in any way;

(iv) To coordinate and/or conduct inspection to chemical. forensic science and Human DNA Laboratories;

(v) To maintain and cause to be gazetted the chemical, forensic science and human DNA laboratories;

(vi) To coordinate. manage and control the import, production, transportation dealing, storage and disposal of chemicals:

(vii) To coordinate Zonal laboratories on all matters related to implementation of the Industrial and Consumer Chemicals (Management and Control) Act. Cap. 182, Human DNA Regulation Act, Cap. 73 and the Government Chemist
Laboratory Authority Act Act NO.8 of 2016:

(viii) To coordinate and implement International Multilateral Agreements/Conventions on chemicals and the environment on which Tanzania is Party:To make guidelines on the sound management and effective control of chemicals and on regulation of chemical, forensic science and Human DNA Laboratories;

(ix) To conduct public awareness campaigns on the sound management of chemicals. forensic sciences and Human DNA technology and services;

(x) To conduct special training and cause to be gazetted chemicals inspectors:

(xi) To conduct special training and cause to be gazetted the chemical, forensic science and Human DNA Laboratories
Inspectors:

(xii) To coordinate chemicals and Chemical forensic science and Human DNA laboratories policies. research or programs
nationally and Internationally:

(xiii) To monitor the compliance with the provisions of Industrial and Consumer chemicals (Management and Control) Act No. 3 of 2003. The Human DNA Regulation Act No. 8 of 2009 and Government Chemist Laboratory Authority Act NO.8 of 2016 and the respective regulations.

This Directorate lead by a Director and has the following Sections:-

(i)  Chemicals and Chemical Laboratories Registration Section;

(ii) Chemicals and Chemical Laboratories Inspection Section and

(iii) Forensic Science and Human DNA Laboratory Registration and Inspection Section.
